PNC Bank
PNC Bank seems as good as anyone for your first Penn State account. They were also running a promotion that Penn State employees would be given $50 for simply opening a PNC account. One thing I did notice that was different from e.g. the UK was that a PNC card, even if it is a regular VISA debit card, will most likely get charged for using a non-PNC ATM.

If you have a PNC bank account, you can also link it to your ID-card, so that your ID card can be used also as an ATM card
(bring your account details and your ID card to the ID+ card office at 103 HUB-Robeson Center)

Bank of America
Even though Bank of America sponsors the Career Center on campus, there is no branch in State College.
